USPTO does not participate in the process of registration of domain names as locaters. That is done by Network Solutions, Inc.(NSI) and, now, by other organizations like the Internet Corporation for Assigned Names and Numbers, or ICANN. Please note that trademark law must be considered when developing a domain name.

World Intellectual Property Organization or WIPO:
